Duty Station: Kampala with frequent field travels to GRA project areas
Duration: Full-time- 17 months (renewable)
GRA is a leading Non Governmental Organization addressing natural resource governance in Uganda.
Established in 2008, GRA works to promote good governance in the management of Uganda's Oil, Gas and Minerals. With a human rights based approach in our interventions, GRA supports local communities’ access to information and create platforms for citizens' participation in decision making. Further, because natural resource governance and exploitation often increases human rights risks and violations, GRA facilitates communities affected by natural resource exploitation to access justice.
In partnership with national and global actors, the organisation advocates for the implementation of Extractives Industries Transparency Initiative (EITI).
GRA supports communities by building their capacity to; advocate for transparency and accountability; monitor human rights trends and give them skills to meaningfully support the country's development programs. Building on human rights standards and principles, GRA works to ensure there is inclusion and equality in development processes with marginalized groups such as the poor; women, children and youth are specifically reached out to.
Because free and informed civic engagement is an essential element for development in any democratic nation, GRA works to ensure that there is space for non state actors- including citizens as individuals or in organised groups to speak, fulfil their responsibilities and hold duty bearers to account.
The Monitoring and Evaluation Officer (M&E Officer) will be providing support in monitoring and evaluating ongoing projects. S/He will be also be responsible for overall M&E and learning needs of the organization and will come up with findings based on real data to show performance of the projects. The incumbent will also help GRA in strengthening its M&E functions based on her/his experiences from the project. S/He will play a role in promoting of key learning for the improvement of the wider leaning of the organization.
MAIN DUTIES AND RESPONSIBILITIES
a) To supervise regular data collection by staff and implementing partners and ensure quality of the data by random verifications and validations,
b) To analyze and discuss findings based on regular monitoring data,
c) Provide technical support on M&E and evidence-based recommendations to the relevant Project Officers and Partners,
d) Support the organization in conducting baseline surveys/research,
e) Participate actively in program planning process and budgeting,
f) Support projects Officers at GRA to develop a detailed M&E plan/ Matrix and work-plans for the different projects proposals,
g) Conduct quarterly field visits to undertake project monitoring based on the project log frame to track progress against agreed indicators,
h) Track the M&E plan and frequently provide the project teams with trend analysis of tracked indicators while identifying outliers,
i) Support the project teams to frequently use data for program improvement,
j) Support the community based monitors to improve on their reporting,
k) Provide accurate information that informs the donor (development partners) project and /or organizational review meetings.
l) Oversee the design of data collection tools including pre and post evaluation tools.
m) Maintain an accurate and up-to-date database for the organization.
n) With the support of the communications officer, maintain a good record keeping system and undertake continuous monitoring and regular evaluation of the project activities.
o) Work closely with the project teams and community based monitors team while ensuring that accurate and timely data on the program is fed into the project reports.
p) Attend relevant meetings to represent GRA project activities in the district.
q) Provide regular feedback to the ED and project Managers on project implementation.
r) Provide the project manager, and staff with monthly reports on indicator trends.
s) Offer support in the preparation of donor and annual reports.,
t) Support the organization in dealing with any other tasks as may be required.
Qualifications, Skills and Experience: The ideal candidates for the position of Monitoring & Evaluation Officer are;
a Bachelors degrees in statistics, demography, M&E or related field. A master degree or a bachelors plus an advanced certificate in M&E, statistics or economics preferred. At least four years experience in human rights advocacy, gender and extractives settings with proven success in designing, implementing and operating project M&E systems from project initiation to close out stages.
Previous experience in data quality assessments and oversight.
Experience in data analysis, trend analysis and interpretations.
Experience in continuous quality improvement processes.
Knowledge of the major evaluation methodologies.
At least 3years experience in monitoring and evaluation of programs. Good report writing skills. Ability to enhance good interpersonal relationship. Good communication skills. Good knowledge and application of Microsoft word, Excel and Power Point Excellent command of both written and spoken English.
